02b Active USMC Program

The problem: drones, vehicles, and personnel that cannot be engaged with lethal force.

Dismounted Marines need a backpack-portable, standoff-range capability to incapacitate personnel, stop ground vehicles, and defeat drone platforms — without triggering lethal force rules of engagement. Conventional non-lethal options are contact-range or single-target. MacroVation's rapidly expanding polymer system is engineered for standoff delivery, multi-target coverage, and field-relevant reversibility.

Two active USMC SBIR programs — TacFOAM (Phase II) and Counter-Drone & Vehicle Stopping (Phase I) — are executing against this requirement concurrently. The material platform, dispensing hardware, and performance characterization share a single development baseline.
